Basically ''Smallville'' in Central Oregon, only with several protagonists instead of one stupendously powerful (and sadly, all too often stupendously stupid) Kryptonian. I went so far as to officially propose this once as a Global Guardians Universe game. But eventually decided that I didn't really want to do the work necessary to have all the NPCs statted out and vetted by The Powers That Be. It seemed like way too much work for too little return given the failure rate of online campaigns, especially in the GGU at the time. ''Campaign Description:'' Prineville is a campaign in which the player characters are teenage residents of Prineville who possess superhuman powers. They must learn to use their powers safely, fight less civic-minded peers with metahuman powers of their own, and search out the secret of Prineville's tragic history. ''Importance of the Player Characters:'' Important. The player characters will be the focus of the campaign, and increasingly important to the people of Prineville and environs. There will be few others both aware of and capable of dealing with the problems the player characters will be confronting. ''World Description:'' This game takes place in a world where costumed superheroes are known to exist. It is a four-color comic book world full of larger than life characters. Technology is more advanced that the real world, and magic is real. Aliens and creatures of legend roam the earth. ''The Story So Far:'' The central Oregon town of Prineville has been plagued for many years with numerous unexplained miscarriages, stillbirths, and children with severe birth defects (some of whom possess small metahuman abilities). It is a rare family which has neither experienced such a tragedy personally nor had friends who did. Nobody is quite sure why it is happening, though explanations ranging from radioactive or chemical waste to alien experiments have been proposed. State and federal agencies have investigated, but no valid explanation has yet been determined. Over the years, the town of Prineville has been the subject of stories on radio and television, as well as newspaper articles and magazine features. Some were straightforward journalism, but most of it has been of the tabloid variety, complete with tasteless (if not actually libelous) stories about many of the unfortunate victims of Prineville's mysterious malady. This unwelcome attention has dwindled in recent years. The lack of a satisfactory explanation (National Enquirer claims of "radioactive metorites" notwithstanding) combined with the near universal shunning of reporters arriving in Prineville has led the tabloids to find stories eleswhere. It would take only one convincing story of local superhuman activity, however, to bring the tabloids back to Prineville in droves. The player characters were among the first teenagers in Prineville to develop full-blown superhuman powers. They are well aware that it is only the luck of the draw that they have superpowers instead of being horribly disfigured, crippled, or dead like so many of their neighbors' children. For a brief period the characters simply enjoyed exercising their powers for fun, or to accomplish everyday tasks with ease. But they soon discovered that other Prineville teens have superhuman powers as well, and some of them seem callous at best, sociopathic at worst. The player characters have bonded as much by necessity as by choice in their efforts to oppose the worst excesses of their superpowered peers. The local authorities remain ignorant of the existence of metahumans in Prineville so far, though how much longer the player characters can keep the secret remains to be seen. Both the player characters and their opponents tend to want to keep things under the table. The heroes avoid publicity because they detest the tabloid journalism that would inevitably dog them; the villains because they like being big fish in a small pond—and open supervillain activity would bring too much heat, including the possibility of attention from real superheroes. ''Local Relations:'' The authorities (the local, county, and state police departments) are unaware of the player characters’ metahuman abilities and activities at the start of the campaign. Whether they remain ignorant of the truth, and how they react if they learn of it, will depend on how the characters behave. ''Morality:'' Prineville is a four-color campaign, and for the most part the morality of the campaign will be four-color as well. However, there will be some crossover between good and evil, and things will not always be black and white. Characters may find themselves making difficult decisions, but should always try to be good guys. ''Realism:'' Depends on how much we need. Action sequences will be cinematic and descriptive. Characters will not die unless they prove themselves too stupid to live, or go out in a blaze of glory - but bystanders may not be so lucky. Teenagers (and others) capable of feats of superhuman strength or of throwing around vast quantities of energy must exercise caution. How you play your character will strongly influence the feel of the campaign, so be sure to put some soul into your character. ''Outlook:'' Positive, but with dark moments. Things will generally work out in the end, but not without some effort on the part of the characters. ''Seriousness:'' Conflicts with the villains will be quite serious. The heroes are aware that if they mess up, people could be hurt or killed. This does not mean that there is no room for humor. The characters are teenagers, after all, and possess wonderful, amazing, FUN powers. Witty repartee, creative use of powers, and the way you play should provide plenty of humor in the midst of even the direst situation. ''Continuity:'' The game will be entirely serial. Player actions in one scenario will have effects on later scenarios, and continuity will be enforced. Adventures will move linearly through time, bad guys will remember who you are and what you did to them, and the press will report what they know. ''Building a Character for the Prineville Campaign:'' The most important thing to remember when building a character for this campaign is this: the characters are minors. They are teenagers, living under someone else’s roof, expected to attend school and do chores, unable to legally drink, vote or (possibly) drive. They have fantastic physical or mental powers - and yet remain powerless in many ways. They may be destined someday to be true superheroes but here and now, they'll have plenty to do just learning to be adults. Prineville is a small town. The surrounding area includes several other small towns. While the characters may think of and refer to themselves by superheroic names, they probably shouldn’t parade around in public in outlandish costumes. Quite apart from the ever-present threat of tabloid attention, there are only so many suspects of the appropriate gender, age and physique when people start wondering who "Golden Boy" might be. The characters will be using their powers quietly, for the most part, aside from the occasional super-brawl with their opposite numbers when nobody else is around (think “Smallville”). All Prineville characters should follow these guidelines: * Starting Points: 200 * Maximum Disadvantages: 125 * Maximum Points from One Category of Disadvantages: NA * Maximum Active Points for Any One Power: 60 * Special Restrictions: ** All of the player characters gained their powers from a common source, although they are not aware of it. You may be an outright "mutant" (whether you were born with active powers or they've only recently developed), or maybe your powers manifested in some kind of accident. In any case, no other source of superhuman abilities is allowed. ** The median age for player characters should be 16. You might a year older or younger, but no more. You must take the Social Limitation: Minor (Infrequent, Slightly: 5 points) detailed below. You //may// take the Psychological Limitation: Young (Very Common, Strong: 20 points), but it's probably more appropriate to your opponents than to the heroes. If you do take it, you should expect to spend most of your experience points buying it off as your character learns better. ** All player characters should have either the 20 point Psychological Limitation "Code vs. Killing", or the 20 point Psychological Limit "Will Not Kill". ** More so than in most games, players should consider giving their characters limitations on their powers to represent an imperfect control of their abilities. Vulnerabilities and susceptibilities are common amongst Prineville characters as well. They aren't mandatory - but give them strong consideration. ''Social Limitation: Minor'' Infrequent, Slightly: 5 Points | Infrequent, Greatly: 10 Points This limitation indicates a character who is below the age of majority. Such characters don't enjoy the full range of rights and responsibilities as an adult. Such characters are hampered by parental control, curfews, limited driving privileges (if any), limited employment opportunities (if any), and an inability to purchase certain items (most notably tobacco products and alcohol). At Infrequent, Slightly, Minor represents a person who is 15, 16, or 17 years old. At Infrequent, Greatly, the character is 14 or lower. Note that this limitation is different, though similar, to Psychological Limit: Young. While a Psychological Limit: Young person is always a minor, a Minor need not always look young. ''Psychological Limitation: Young'' Very Common, Strong: 20 Points This Psychological Limit is appropriate only to those characters who are still either children or teenagers. A character who is Young is still immature to some extent. They don't fully understand the responsibilities of adulthood. They are determined as to their goals and opinions, and intolerant of those who disagree with them. A character with this disadvantage tends to be inexperienced, enthusiastic, and overconfident, not to mention impulsive and compulsively sarcastic. A Young character is usually impatient, rarely thinks ahead for more than a few days, and has a very selective sense of tact (meaning that they are tactful with their parents... sometimes... but rarely with anyone else). In order to avoid acting in this manner, the character must make a successful Ego roll.

The All-Seeing Eye!
The idea for this campaign came from reading the comics ''Ultra'' and ''Noble Causes'', both of which deal with superheroes as celebrities. In ''Noble Causes'' the Noble family are the world's "first family" of superheroes and the comic follows the soap opera that is their lives, complete with arch enemies, marriages, divorces, betrayals, and violent conflicts with enemies. ''Ultra'' follows the adventures of Ultra (aka Penelope Pena) and her close friends (also superheroines) in a 'Sex in the City' sort of way. They deal with agents, marketing issues, sponsors, tabloids, paparazzi - and supervillains - while trying to find love (or at least sex) in the course of their lives. If you've read the Iron Maiden blog posts (or the Guardians game moves), you may have noticed that I've brought a little of this into the game. There are websites devoted to superheroines in general and Iron Maiden in particular, with photos (real and photoshopped), news, comments, rumors, and fiction. Leah has also run into people who auction photos of themselves with her on eBay. ''Campaign Description:'' ''Importance of the Player Characters:'' The player characters are very important. They are, in fact, the focus of this game. Their lives, both public and private, are the focus not only of the game itself but of intense media scrutiny...they are celebrities. ''World Description:'' A world in which superheroes and supervillains are commonplace, much like the worlds of DC or Marvel comics. Only in this world the obsessive attention lavished on movie stars and musicians in our world is focused on superheroes. Those whose identities are public are hounded by paparazzi; those whose identities remain secret when not in costume are always being pursued - breaking a hero's secret identity can be the ticket to glory (and riches) for anyone who manages it. Public heroes can expect to have their lives examined in minute detail by the press. ''The Story So Far:'' ''Local Relations:'' Relations with the authorities (and the press) vary. Characters who are inured to the situation can handle it with relative aplomb. Those who consider the attention unnecessary or intrusive are more likely to have a prickly - if not downright adversarial - relationship with the paparazzi in particular, but with the more mainstream press as well. A few, glory hounds or simply those who've grown up with the furor, may actually revel in the attention and feel bereft if the spotlight is stolen from them by other heroes. ''Morality:'' Shades of gray. Heroes are faced with conflicting expectations. On one hand, they're held up as shining examples of Truth, Justice and the American Way. On the other hand, the press likes nothing better than a good, juicy story - and betrayal, failures, feet of clay and scandals are always good for circulation. ''Realism:'' Never forget that we're talking about comic book superheroes here, albeit with a "realistic" approach in which their activities and their lives are being constantly documented by the press. ''Outlook:'' ''Seriousness:'' Moderately serious. You can't take a lot of what happens too seriously without taking yourself too seriously. Nonetheless, when you get past the constant flash of cameras, the autograph hounds, groupies, media frenzies and mobs of spectators - you ''are'' supposed to be heroes. And that means dealing with crimes, accidents, disasters...and supervillains. People can be hurt or killed if you don't handle things properly. ''Continuity:'' The game will be entirely serial.
